Today, we’re introducing a new Voluntary Exit Offer (VEO) to eligible employees within participating organisations. This offer gives eligible employees who may be considering a future outside the company a new choice to make that transition now with support,
Amy Coleman, Microsoft’s Executive Vice President and Chief People Officer, wrote in an internal memo on Monday.
That announcement kicked off a sweeping voluntary exit program targeting approximately 60,000 employees, representing roughly a quarter of the tech giant's global workforce. As Microsoft pours billions of dollars into artificial intelligence infrastructure, the company is attempting to trim headcount without resorting to mandatory layoffs, offering departing staff financial compensation packages and career planning resources.
Global Rollout and Strict Eligibility Rules
The time-limited program applies to employees in four countries: the United States, the United Kingdom, Canada, and India. Eligibility is capped at level 70 and below in the company's ranking system, a threshold that includes roles up to senior directors and engineers while excluding senior executive leadership.
Not all business units are participating in the scheme. Participation varies based on each business unit's priorities, customer commitments, and workforce needs, with department heads retaining the authority to opt out. According to a source familiar with the matter cited by CNBC, several marketing, sales, and engineering teams have chosen not to take part in the programme.
Eligible staff received an email on Monday containing a link with specific details of the proposal. Severance terms will mirror the company's standard redundancy packages, according to a spokesperson who spoke to Business Insider as reported by Europa Press.
Precedents, Restructuring, and Strategic Realignment
The current initiative builds upon earlier workforce reductions and voluntary departure schemes launched earlier in the year. In April, Microsoft introduced its first voluntary retirement programme aimed at 7% of its workforce in the United States, equivalent to around 8,750 employees. Approximately 30% of eligible employees participated in that prior scheme. Company expectations point to a smaller adoption rate for the current round, as the earlier retirement program offered more generous terms to incentivize uptake.
Separate from voluntary departures, Microsoft eliminated approximately 4,800 roles in July, representing about 2.1% of its global workforce, as part of an annual strategic realignment. Those cuts primarily targeted the Commercial and Xbox organisations. Within the commercial business, restructuring embedded engineering experts closer to enterprise customers to accelerate technology deployments, while the Xbox division underwent a major structural overhaul. Over the past year, Microsoft successfully redeployed more than 4,000 employees into new roles and transitioned four gaming studios to new operating structures.
While a Microsoft spokesperson stated that artificial intelligence is not driving the buyout programs, the company has engaged in employee reductions while investing heavily in the infrastructure required to train and run AI models. Simultaneously, the company faces external headwinds. US Vice President JD Vance announced that Microsoft and seven other companies would be barred from seeking green cards for skilled foreign workers amid an investigation into alleged visa fraud. Microsoft defended its hiring practices on October 8, stating that of approximately 6,000 H-1B applications submitted in the previous fiscal year, 80 per cent were intended to extend or change the status of existing employees.
Workforce Impact and Market Reception
- Employees at level 70 and below in the US, UK, Canada, and India
- Specific marketing, sales, and engineering teams excluded by unit heads
- Investors responding positively, pushing MSFT stock up after the announcement
The financial markets reacted to the restructuring announcement on Monday, with MSFT stock gaining after the unveiling of the buyout offer aimed at trimming costs. Meanwhile, management faces the challenge of executing a novel program across diverse operational units.
The Voluntary Exit Offer is new for us. We’ll learn from it,
Coleman stated in the memo, acknowledging the uncharted nature of the global rollout.
Eligible employees evaluating the offer must review the specific terms delivered via email by their respective business units, weighing the provided severance and career planning resources against continued tenure at the company.
